Le Réseau des Associations de Quartier du Grand Casablanca  Spécial


Le RESAQ a été constitué lors de l’assemblée générale du 28 décembre 2003 à laquelle ont pris part 130 activistes associatifs, dont 38 femmes, représentant 48 associations dont la majeure partie provient des quartiers de Casablanca.

C’est le résultat d’un travail mené depuis 1999, par des militants associatifs provenant d’associations de quartier qui parviendront progressivement parviendront avec les populations (ateliers participatifs) des différents quartiers et communes à établir un état des lieux du tissu associatif de quartiers et de définir une stratégie de structuration. Dés sa création et s’inscrivant délibérément dans une perspective de participation à la démocratisation de la société, l’établissement de l’état de droit et de promotion du développement durable, le Résaq s’est fixé comme objectif d’identifier des noyaux forts d’associations démocratiques de quartier et de renforcer leurs capacités de proposition, de négociation et d’intervention, et d’assurer la jonction avec les tissus associatifs d’autres villes ainsi que du monde rural. La démarche du Résaq repose sur les concepts suivants: 1. L’établissement d’une démocratie au Maroc passe par une appropriation de la gestion des affaires des quartiers par les citoyens et citoyennes qui apprennent et construisent ensemble le fonctionnement de la démocratie. 2. L’association de quartier est l’outil qui permet aux populations d’apprendre le fonctionnement démocratique et la gestion de la question publique locale. Elle est en outre le cadre de formation et d’émergence de nouvelles élites populaires appelées à entrer en interaction avec les élites classiques associatives ou partisanes ainsi qu’avec les institutions publiques et même à leur fournir de nouveaux cadres. 3. De ce fait le travail de proximité est conçu comme étant le travail d’éducation populaire que réalise une association dans un territoire réduit (pour bien maîtriser ses objectifs), avec la population de ce territoire, et dont les membres sont eux-mêmes issus de ces populations. 4. Une association de quartier ne peut participer activement au développement local que si elle est apte à se fédérer avec les autres associations de quartier avec lesquelles elle partage le même territoire d’intervention. Dans ce cadre le Résaq utilise la notion de « dynamiques locales » pour exprimer la réalité que représente l’éclosion de réseaux locaux.

Booking.com recently named "noctourism" as a top travel trend for 2025, with their survey of more than 27,000 travellers finding that around two-thirds have considered going to "darker sky destinations" to experience things like starbathing (lying down and looking at the night skies) and witnessing once-in-a-lifetime cosmic events.

    "The cool thing about night adventures is you see so many different sides to a destination, by just staying up late or rising early," says Stephanie Vermillon, author of the new book 100 Nights Of A Lifetime: The World's Ultimate Adventures After Dark. "Our senses are heightened, and there are things you see at night that you don't see any other time, so everything feels exciting and new."

    It was a 2010 trip to Morocco that sparked Vermillon's interest in all things nocturnal. "I grew up in Dayton, Ohio, which has terrible light pollution," she tells the BBC. "Then I went to the Sahara Desert and camped under the stars – I saw the Milky Way and two dozen shooting stars that night. I went home, took an astronomy class and later started hunting Northern Lights, which got me curious about what else happens around the world after dark."

    Vermillon believes that major events such as the April 2024 total solar eclipse or the 2024-2025 peak in aurora activity has led to a "bump" in the number of people wanting to experience dark skies. There are also now more than 200 Dark Sky Reserves across the globe. "The great thing about the night sky is the perspective it gives you – it's humbling and grounding," she says. "You can experience pure awe."

    Starry skies and aurora borealis might be the headline acts, but there's plenty more to do after dark in cities or out in nature. "You see a city so differently at night," Vermillon says. "I think of it as a city letting its hair down – it's more relaxed. I've also done night safaris, where it's more about listening than just seeing, and I've seen water sparkling with bioluminescence, which looks like magic. Everything at night has a little extra sparkle."

    Here are five of Vermillon's favourite after-dark experiences, from fiery cultural festivals to nature's greatest sky dance.
